Any enterprises and individuals that come into the development zone
to undertake scientific research, production and business will enjoy
the policies.
The development zone sets up a science and technology rewarding
fund pool for the investing enterprises and rewards them according
their construction to the financial. The foreign-funded enterprises
enjoy the policies during the first ten years of production. During
the first five years, 100% of corporate income tax and individual
income tax and 50% of turnover tax all shared by the development
zone will be rewarded to the enterprises. Half of the former rewarding
standard will be rewarded to the foreign-funded enterprises in the
second five years. The domestic-funded enterprises and scientific
research institutions enjoy the policies during the first seven
years of sales.
During the first four years, 100% of corporate income tax and individual
income tax and 50% of turnover tax all shared by the development
zone will be rewarded to the enterprises. Half of the former rewarding
standard will be rewarded to the enterprises in next three years.
All the reward money will be encashed by the Financial Department
by quarters and will be paid off in the first quarter of the next
year.
For the enterprises undertaking infrastructure in the development
zone, they are free of fees including compound fee of city, rebuilding
fee of old city and constructing fee of air defense. The investing
enterprises enjoy the preferential price of land lease.
1. Projects with investment in fixed assets between 50 million Yuan
and 0.1 billion Yuan (the original assets converted into money not
included) will enjoy 30-50% discount of the basic land lease. Projects
with investment in fixed assets below 50 million Yuan (50 million
Yuan not included) will enjoy 20-30% discount of the basic land
lease.
2. Projects with investment in fixed assets between 0.1 billion
Yuan and 0.2 billion Yuan (the original assets converted into money
not included) will enjoy 50-60% discount of the basic land lease.
3. Large scale projects with investment in fixed assets more than
0.2 billion Yuan and with high output share more preferential price.
4. For the institutions for technology innovation, research institutes
and bases for pilot scale experiment and so on, they will enjoy
20% discount of the land lease price before having incomes and enjoy
40% discount of the land lease price after having incomes.
Enterprises are encouraged to cooperate with foreign investors.
All fees except the fees of certificate and license will be not
charged if the enterprises buy a share with the right of land usage
converted to money.
The investors only pay for the land lease and the fees of certificate
and license if they purchase the enterprises in a state of being
bankrupt or stopping production in CHIDV so as to reuse the land.
The Personnel & Labor Bureau of the development zone is in charge
of dealing with the procedure of transferring the registered permanent
residence for the managing personnel with scholar degree or the
technicians with intermediate title of technical post required by
the foreign-funded or high-tech enterprises and for the personnel
with master degree or senior title of technical post who are engaged
in scientific research and transferring scientific fruits in the
development. Besides, their mates and children under age are free
to register permanent residence with them. The children share the
same treatment schooling and nursing education with the local residents.
The preferential policy starts to try out from the day when it is
