1. Content of the Project: The key technology of the Special Light Source for protected agriculture of Hepu Science & Technology Co. Ltd. is the newest research achievement ¡°light wave's effect on promoting crop growing and device development for its application¡± (Conclusion of expert after appraisement: filling the international and domestic gap, internationally leading; Appraisal Certificate No.: JKJZ £Û2001£Ý Noª±039), which is a basically mature technology.
The product is designed based on plant photosynthesis, light form buildup reaction and light period adjustment as well as crop selecting absorption of light wave. The light source can be used to increase the production of plant (melon and fruit, vegetable, flower, and seedling raising), which can solve the problem of pesticide residua due to use of large amount of pesticide and chemical fertilizer. It may also help to solve the problem that, during continuous cloudy, rainy and snow or fogy days in winter and spring, the deficiency of sunlight may affect plant's photosynthesis so as to cause crop to decrease production or become no production. Therefore, it has the effect to make plant against disease, to increase production and to improve fruit quality so as to explore a successful way to develop the green protected agriculture in our country.

Significance and necessity of the Project construction: The product has got Patent right of China (Utility model patent No.: 992068045, Invention patent No.: 0010020080) and is in accordance with national policy for structural readjustment in agriculture, which is a new equipment for the protected agriculture. Up to now, there is no other manufacturer in China. The market prospect is bright for there is great possibility to export this product to Northern and Western Europe.
3. Market Supply and Demand and Prospect Forecast of the project: Fast development of greenhouse crop has solved the problem of supplying fresh vegetables in winter and spring, which can meet the consumer's demand and bring good to farmers. However, due to the change in season and weather, the deficiency of sunlight, especially during continuous cloudy, rainy and snow or fogy days, may cause serious damage to greenhouse plant. The normal growth of the plant needs photosynthesis, while the deficiency of sunlight may causes that plant can not carry out normal photosynthesis, which needs man-made supplemental lighting. The Company has developed a special light source for protected agriculture, which can scientifically and reasonably provide supplemental lighting for plant, so as to make increase plant production, to prevent pre-maturity, decreasing loss, lessening amount of pesticide and improving the quality. Therefore, it has good economic and social results.
The market demand for the product will be great with the increase of green house growing area. At present, the area of green house in Hebei Province is 4 million mu, and Shandong, Shanxi, Anhui, Henan province, Xinjiang Autonomous Region and other provinces has large green house planting area. Taking Hebei province for an example, if one in a thousand of the green houses use this special light source, the demand shall be 16000 sets/y.

5. Analysis of economic profits:
After the project is put into operation, the production capacity will be 400ª°000 sets per year with the annual sales income (including tax) of USD 1ª±09 million, tax of USD 011 million and annual profits of USD 0ª±22 million. The investment payback period shall be 2ª±9 year (after income tax).

Current situation of the Enterprise: Hebei University ( Hepu Science & Technology Co., Ltd. is an entity engaged in production, education, study, research, industry and trade, supported by New-Hi technology talent and advanced experimental equipment of Hebei University. The Company now has 40 employees, including 4 professors, 1 post-doctor, 3 doctors, and 10 researchers & senior engineers. Its products include special light source for protected agriculture, Special Light Source for cultivation, physical health care lamp, electrostatic precipitation, refined tea eliminostatic, anti-electrostatic device, long after-glow luminescent material, varied kinds of luminescent mark and electro luminescence products. Its main product-special light source for protected agriculture has found application in agriculture, and other related instrument, such as magnetic fertilizer instrument, electric fertilizer instrument and sound fertilizer, have entered the ¡°Trial production¡± stage and shall reach the stage of pilot-scale production in next two years.
The Company now has 40 employees, including 10 research personnel. The Company exercises the general manager responsibility system.
The special light source developed jointly by Hebei University and the Company has been put into market. The high-tech talents and advanced research measurement of Hebei University are the backup for the Company, which will provide sufficient scientific & technological projects and new product reserve and for the well-set foundation for product updating.
7. Project site selection: The Project is located in Shijiazhuang State Hi-tech Industrial Development Zone.
Shijiazhuang State Hi-tech Industrial Development Zone has invested nearly USD 90 million in infrastructure construction within the Zone in succession. Now ¡°Seven circulation and one leveling¡± has been realized, the supply of water, electricity and steam are sufficient, the structure of road net has formed. The Zone has carried out Large-scale plantation of tree and grass and city beautification, and its urbanization structure has been primary formed, which has the capacity to accept large and medium-sized new-hi technology industrial projects of all types.

In terms of soft environment, the special rights and policies for the Development Zone from the State, the province and the city have been basically put in effect, relatively independent management system has formed, which can provide all-aspect services for the enterprises within the Zone.
